Dr. John A.C. Cartner
Dr. John A.C. Cartner is licenced as a shipmaster (U.S.A.) and has had commands of large vessels. He is admitted to practice law in the United States and is designated Proctor in Admiralty by the Maritime Law Association of the United States. Dr. Cartner is an elected fellow of the Society of Naval Architects and Marine Engineers (U.S.A.), the Royal Institute of Naval Architects (U.K.) and the Institute of Marine Engineering, Science and Technology (U.K.). He is chartered as a naval architect (U.K.) and is registered as Eur.Ing. He has substantial experience in contentious law matters and in operational vessel pollution response matters.
Richard P. Fiske
Following his retirement as a Captain in the U.S. Navy, Mr. Fiske was a U.S. Department of Defense program consultant, then Director of Operations for an ocean technology company developing new technology and Navy ocean systems as well as performing deep- ocean search and recovery operations for government and commercial entities. He has served as a technical expert and provides consulting services for a wide variety of technical and legal matters as they pertain to vessels, maritime law and the shipmaster.
